A message from the Tactical Civics™ Lancaster County coordinator.
Hello, Phil here, I'm Tactical Civics™ Lancaster County coordinator and I'm looking for people to work with me and other county members to get the full legal authority of our county 'citizens' Grand Jury recognized.
What this will accomplish.
This will allow the citizens of Lancaster County to investigate & indict corrupt/criminal politicians and public servants within the county. Yes you read that right, the citizens will be able to finally go after any public servant we suspect is crooked/corrupt..
Why can't we do this now?
The government hijacked the way our Grand Jury is supposed to work by making laws that prevent the citizen's from using the Grand Jury the way the Grand Jury is meant to be used. By doing this they knew the people had no way to hold them accountable lawfully.
If the thought of finally being able to hold our public servants accountable puts a big smile on your face, become a member and help us to put the full power of the Grand Jury back in your hands and the hands of every other citizen in Lancaster County.
The way law enforcement is supposed to work vs the way it does work.
Our founding fathers (the people) created the constitution which is our Republic's highest law. The government's job is not to enforce the constitution, their job is to follow the constitution. It's the peoples job to enforce it.
The way it currently works.
Instead of the people enforcing the laws we created, we let the government create their own government staffed law enforcement agencies (many of which are unconstitutional) so they can investigate and arrest themselves (like that was ever going to happen). Think about that ... We actually allowed our servants to create a system where they are able to protect each other. Then, THEN, we allow them to hijack the law enforcement institutions we are supposed to be using to do the investigating, indicting and arresting. - Now you know why government can do what ever they want and no one is ever arrested.
The description below lists the power that Tactical Civics™ wants returned to the citizens of Lancaster County, as well as every county in the Union. IMPORTANT: Tactical Civics™ cannot do this for us, they are in place to provide us the tools so we can do it ourselves. The citizens need to step forward as the collective to get our Constitutional enforcement power back. See About Tactical Civics™ further down the page.
THE POWER OF THE COUNTY GRAND JURY.
- Our republic's highest and most powerful law enforcement institution is the citizens Grand Jury. AND - Grand Jury belongs to the people, this is why the Grand Jury is also referred to as 'The Peoples Panel'.
- The Grand Jury is comprised of citizens who are randomly selected to serve as a Grand Jurist. Grand Jury is NOT a panel of lawyers selected by and/or appointed by a judge. The only people that can serve on the Grand Jury are the people.
- The Grand Jury is its own separate law enforcement entity, it is not controlled by anyone and does not answer to anyone. When serving on the Grand Jury there is no law enforcement authority above you and you have no boss, because, YOU are the boss.
- The investigatory reach of the Grand Jury is unlimited, meaning, no one is exempt from a citizens Grand Jury investigation or indictment, not judges, DA's, sheriffs, legislators, school boards, election boards, no one.
- A Grand Jury should be able to be summoned by the people via a citizens initiated Grand Jury if the people suspect government corruption is afoot or a crime was committed. Two examples of when a citizen initiated Grand Jury might be convened:
- 1) The citizenry suspect voter fraud or elections were stolen and our public servants (judges, election boards, etc) are ignoring the crimes.
- 2) Public servants such as school board members, or any member of any commission or board is suspected of taking bribes or corruption is afoot due to them approving projects the are clearly against the will of the people. Examples of this are: Renovations done to a school, new shopping mall approval, data center approval, cell tower approvals. These projects being approved by our public servants when the citizens have clearly told their servant representatives NO but the servants approve them anyway.
- The Sword and Shield of Justice.
The Grand Jury / Peoples Panel is said to bear the sword and shield of justice. The sword for striking down the evil doers and the shield to protect the innocent from the evil doers. Grand Jury can stop an innocent person from being unjustly charged with a crime by a crooked justice system by determining there is no evidence of a crime, no matter what the government might imply. AND. Amendment V of the Constitution: No person shall be held to answer for a capital, or otherwise infamous crime, unless on a presentment or indictment of a Grand Jury, ...
The reason government can do whatever it wants and get away with it.
We allowed the government to take control of the 3 ways the people are supposed to be enforcing the laws and controlling them. (1) County Grand Jury (2) County Militias (3) Elections.
- Grand Jury powers are covered above.
- County Militia: What almost no one knows about the constitution is there is only one mention of law enforcement in the constitution, Article 1.8.15. "To provide for calling forth the Militia to execute the Laws of the Union, suppress Insurrections and repel Invasions". In 1903 we allowed the government to seize control of the militias as the national guard.
- Elections: We choose who we want to represent us using elections. Elections are how we hire and fire our servant employees. We no longer have the ability to do this because there's tons of evidence the electronic election systems are being used to decide the outcome of individual races and entire elections.
Here's a few more bits of info about the constitution almost no one knows.
- The federal government does not have the power to create law enforcement agencies. This means all of the 3 letter agencies (CIA, FBI, BLM etc, etc) are all unconstitutional and illegal. Wondering why they exist? Because the American people did not bother to stop them . Instead we looked the other way, and now look how much uncountrolled corrupt power they have over us.
- The federal government can not just seize or claim land as federal land for national parks or military use. Articles 1.8 we enumerates the only 17 powers we give government. We do not give them the power to just seize land. Article 1.8.17 states: "Places purchased by the Consent of the Legislature of the State in which the Same shall be, for the Erection of Forts, Maga- zines, Arsenals, dock-Yards and other needful Buildings".
About Tactical Civics™
Tactical Civics™ is a Christian-based citizen action organization founded by David M. Zuniga. Tactical Civics™ is about constitutional enforcement. Tactical Civics™ teaches county chapters how to start using the constitutional powers they have that government has either taken or deceived them into thinking these power belongs to the government. The Constitution is Our Republic Supreme Law. The Constitution was written by the people and belongs to the people, not the government. It is the people's responsibility to enforce the Constitution not the government. The people are sovereign over government. Tactical Civics™ shows us how to use that sovereignty. Tactical Civics™ leadership shows us how we take back our country, one county at a time.
Currently we are in phase 1 of our mission, growing the membership. Phase 2 is to get the the full legal authority of the county Grand Jury recognized so the citizens can start using the Grand Jury to investigate and indict corrupt politicians and public servants. The next few phases include:
- Get our county constitutional (key word, constitutional) militias restored. The reason to bring back the county militia is best explained in Article 1.8.15 of the constitution because the only mention of law enforcement in the constitution is found there: "To provide for calling forth the Militia to execute the Laws of the Union, suppress Insurrections and repel Invasions".
- Restoring the "Original First Right": Ratifying the unratified first Article of the Bill of Rights which will limit congressional districts to 50,000 people. Congress unconstitutionally capped the number of reps to 435 in 1929.
- Bring Congress Home Act: Moving members of Congress out of Washington, D.C. and bringing them home to work remotely from their districts. This will reduce corruption and lobbyist influence. Working in their home districts the people will be able to keep a very close eye in them.
Tactical Civics™ was not created to enforce the constitution for the American people, it was created to instruct the American people how so we can step by step take back control of our republic peacefully and lawfully by enforcing the constitution. - Because we Allowed the government to strip way the means by which we are to control them they now they control us. Our powers are not gone, we just need to reclaim them and Tactical Civics™ is showing us how. But we need to do the reclaiming ourselves because Tactical Civics™ can't do it for us even if they wanted to.
As a member of Tactical Civics™ you become part of the collective sovereign voices that will be needed to legally and lawfully reclaim our power as citizens over our government servants, the way it is supposed to be. Without your voices as members it can not happen. Our members are 100% non-paid volunteers including the founders. As a volunteer you can get as involved as you like and learn as much as you like. We even have daily live zoom session for those who are hungry to learn about our mission and our constitution. - The bottom half of this website you will find 'about' videos and books in PDF format that will provide answers to many questions you might have about Tactical Civics™.

'We the People' are our government's creators, we are their parents, we are their boss. Our servants in government answer to us, not the other way around.
