The information on this page is a continuation of what is on our LANCO business card. However, this information also applies to every county in PA as well as every county in every state in the union. As citizens of Lancaster County, we have three powers/mechanisms that belong to us that we are supposed to be using to hold our government servants accountable. The reason we are not using them, and can't use them, is because the government hijacked and control all three of these powers.
These hijacked powers are the reason politicians do whatever they want and don't have worry about being replaced come election time or worry about being investigated and indicted, no matter how blatant it is they are corrupt.
These hijacked powers are: The county citizens Grand Jury, with keyword being citizens • Constitutional county militia, with keyword being constitutional. • Elections.
Below are descriptions associated with these powers. Once you see what we as citizens are able to do with the Grand Jury under our control, you will understand why the government hijacked control of this institution and why it's the first power we want back.
County 'Citizens' Grand Jury
Grand Jury is our republic's highest and most powerful law enforcement institution and Grand Jury does not belong to the government, grand jury belongs to us, the people, yes, you and I, the citizens. Grand Jury is comprised of the people and Grand Jury can be summoned by the people. Grand Jury is what we use to 'go after' criminal politicians and public servants. How? ...
Grand jury can investigate and indict any politician, public servant or government office that we, the citizens suspect has committed a crime or is corrupt. And here's the best part; No public servant is exempt from a grand jury investigation and indictment. Not Judges, lawyers, DA's, sheriffs, commissioners, no one.
How the Govt Hijacked the Grand Jury. There is only one Grand Jury used in our common law system of justice, and it is comprised of citizens only. This one Grand Jury comprised of citizens only does the investigating and the indicting or issues presentments. The state of PA. uses two types of Grand Juries, an investigating Grand Jury and an indicting Grand Jury. Plus they staff one of the Grand Juries with government appointed attorneys. To make sure we, the citizens, are unable to use Grand Jury to investigate and indict criminal politicians and public servants, the state of PA removed the ability for us to use citizens initiated Grand Jury investigations. The government gets to decide whether a Grand Jury can/should be empaneled and the citizens have no say in the matter.
After Grand Jury's power is returned to us, next we will get the county militia's reinstated. Tactical Civics™ calls the restored Militia, Militia 2.0. 2.0 will not function the same way it did in colonial times, it's primary purpose will be used as the physical enforcement arm of the county Grand Jury. The following info about the militia will also be a real eye opener for most.
Constitutional County Militia
There is only one mention of law enforcement in the constitution, militia, Article 1.8.15. It reads; ["To provide for calling forth the Militia to execute the Laws of the Union, suppress Insurrections and repel Invasions"]. The government could not allow this kind of power to rest in the hands of the people if they ever expected to rule over us one day, especially with the 2nd amendment reading: "A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed". So, in 1903 the government seized control of the county militia calling them the national guard.
Here's a big federal law enforcement FYI. Article 1.8 we enumerate the 17 powers we give government. We do not give them the power to create federal law enforcement agencies making the CIA, FBI, NSA, IRS and tons of other 3 letter agencies unconstitutional and illegal. None of them should even exist.
Elections
As a constitutional republic, a representative republic, elections are how we we choose the people we want to represent us. The government has taken that ability away from us using the computerized electronic voting systems. Using this system they can control who wins and loses individual races and entire elections. Proof/evedince of this can be found at this website.
The type of election systems we use to select our representation is up to us, not the government. If we want to make sure we are selecting our representation and not the government we must remove the governments ability to control our elections. The only way to achieve this is to stop using computers and vote the way our founding fathers did, paper ballots dropped into a ballot box and hand counted/tallied.
See a comparison of how secure paper ballot/drop box voting is compared to using electronic election systems. Once you see this comparison you will understand why politicians flat out refuse to stop using the electronics.
Tactical Civics™ Members Become the County's Collective Soveriegn.
By joining Tactical Civics™ you will be part of Lancaster County's organized collective sovereign (with keyword being organized). What does this mean? The Info graphic below show the hierarchy of authority in our republic. You will notice 'We the People' are at the top as the sovereign. We are the sovereign because 'We the People' created the constitution AND we created the government to serve us as representatives of our collective voices. Although we are sovereign over government, we are not sovereign as individuals, only collectively. The way we hold power over our servants collectively is; elections, voicing our collective will to politicians/public servants at meetings, for congressional bill passage and Grand Jury. But we can only be sovereign if we are able to hold our servants accountable. Accountable will happen when we take back our Grand Juries full legal authority using the collective sovereign voices of the citizens of Lancaster County. The number of voices/members we need to achieve this is one half of one percent of the county population which means a lot of voices are needed.

Or you can opt to get really involved and learn all aspects of the mission then become a leader such as a county coordinator and activly recruit new members.

Do you still think the United States is a Corporation?
David Zuniga, the founder of Tactical Civics™, explains why the United States is not a corporation.
"The Organic Act of 1871 made the United States a corporation and created a new Constitution!!" That is hogswallop.
The D.C. Organic Act of 1871 referred only to the 10×10 mile District of Columbia; they amalgamated Anacostia, Georgetown, and Tenley Town into one 'City of Washington', then congress consolidated the County of Washington, City of Washington, and District of Columbia into one governmental unit. That conforms to our stipulation in Article I, Section 8, Clause 17 of the Constitution, in which we give congress exclusive legislative jurisdiction over that 10-miles-square area. If you still want to believe the US is a constitution, try to find the documentation. Like, the articles of corporation or any documentation stating such. Search using these phrases and see what you get. "Where is the documentation showing the united States is a corporation". Or. "Where is there proof the United Sates is a corporation".
